GOLDSTREAM MOOSE CREEK SERVICE AREA MEETING

 

SEPTEMBER 30, 2004

 

The meeting was called to order by Chair Clint Meyer at 7:03 p.m., at the Ken Kunkel Community Center.

Clint Meyer welcomed everyone to the meeting.

 

Motion made and seconded to approve the minutes of May 20, 2004.

 

Commissioners and guests introduced themselves. Doreen expressed her appreciation regarding the new mailboxes. They are just great. Doreen had not envisioned that the turnout would be so wide. Doreen thanked everyone who helped in this project.

 

Budget for GMC (Goldstream Moose Creek) Service Area

Clint stated there is approximately $7,000 that is not encumbered. The grading done by M&M this last week comes out of the annual maintenance of $20,000. Clint explained the savings and reserve accounts. Mario commented on the old road service area work. A great majority of the work that they had wanted was done and approximately $56,000 spent. Mario felt we did very well with this, especially with switching contractors. Clint reported that there is $20,000 to spend on eight miles of road until next summer. There should be no problem with plowing the roads for this winter.

 

Clint reported on the meeting that was held at the borough for commissioners. One of the things discussed was the administrative fee, but the Mayor promised that this would not be raised. If it is raised, it could double to perhaps under $4,000 a year. One thing Clint emphasized was to keep a full commission. We should have six commissioners and an alternate to break a tie vote. No firm decisions were made at this meeting, but a lot of concerns were brought forward.

 

Welcome New Commissioners

Alfred Sturmann is a new commissioner, but not present this evening. Ed Herrgard and Pete Simpson have extended their commission for another two years.

 

Mailboxes

Clint stated the cost was about $4,200 total. This was a fantastic community effort and thanks were extended to everyone involved. Clint wanted to extend special thanks to our postal carrier June Smith for her time and effort. Another lady stated June is doing a wonderful job in keeping the list. Anyone wishing to purchase a mailbox should call Mario at 455-9555. Mario said the procedure is to send him a check for $150 made out to Goldstream Moose Creek Service Area, which is taken to the borough. The borough will mail you a receipt. That receipt is taken to Chris. Chris is keeper of the keys and can be reached at 456-2341. Someone inquired about painting the mailbox, but Mario’s recommendation was not to do this. Applying stickers was discussed, but Clint suggested talking to June and the postmaster regarding defacing a cluster box. Clint stated Chris has volunteered to hang onto these keys for a long time. This is required by the post office that someone has these keys for the boxes until the boxes disappear. Clint thanked Chris for taking on this task.

 

Road Projects From This Summer

Problems with the former contractor from early summer were discussed. The commission is down to working on $880 dispute from this contractor. Mario stated the main problems with the contractor was the quality of the work and their attitude when told to do the repairs. We have agreed to pay the bill they sent to us except the cost of repairs on culverts that they damaged, which is still being worked out. Other service areas have also experienced difficulties with this contractor. The contractor that took over is Pat McGlinchy of M&M Constructors. Clint gave a report on how the old contractor was replaced with the new contractor. We have a real good relationship with M&M. He has been responsive. Pete stated they have a good track record.

 

Culvert issue at the bottom of Moore Mountain over Moose Creek was discussed. This culvert has been collapsing for a number of years, but this year it has gotten somewhat worse. There is a possibility of moving Moose Mountain Road farther on out and estimates on how many feet were done. US Fish & Wildlife does bridge projects if there is fish in that creek. Pete stated there are grayling in that creek. Mary is the person to contact. The other possibility is someone who is good at grant writing to do something. Discussion was held on where this would be relocated. A lady stated she had spoken with a Donna at Department of Transportation and asked for us to be put on the list for all this money that is available because of the oil prices. It was not available in July when she called. Donna has us on a list to have major work done on Moose Mountain Road, which could even be as big as a bridge. They are looking for a hundred million dollars worth of projects. So it is not necessarily a pipe dream to consider having a better way to cross that section, especially now with the money being available. This lady will follow-up on this. A list of needed projects was passed around and will be submitted by October 30th.

 

Driveway repairs next summer. There are about four driveways on the main Moose Mountain Road that need repair. Driveways are the property owner’s responsibility. Pete explained driveways and what should be done. This is something that will need to be addressed in the spring.

 

The projects for Spinach Creek next year. There will be money left over from this year. Clint’s thought was to put quite a bit into Moose Mountain next summer, get some of the ditches, and then start trying to work on Spinach Creek with a criteria of how many dollars we want to spend each summer over there. We have four years with M&M to work on this. Doreen speaking as a resident and not a commissioner stated part of Keystone is okay. There are other parts where what they put on there is huge tailings and she is beating up her car. This has become a one lane road because there are parts of the shoulder that are so rough it just beats your car up. This was a result of the work of the previous contractor. Clint stated M&M looked at this and suggested leaving it set for the winter and in the spring he will take a look at it and put some fines and stuff on top of it. Pat was afraid if he did something now he would make more of a mess and it would be a waste of money. Frenchman Road also needs work and will get attention also. Some material needs to be put on the main Moose Mountain Road. There are trees sticking through and we need to get the ditches cut. The uphill side ditch needs to be reworked and so forth.

 

Putting more in the savings account was discussed. Mario suggested one way was making sure when a snow plowing is requested that it really needs it. Just call Clint when you think a plowing job is needed.

 

Borough Land Disposal Parcels in the GMC Area

There are three parcels of borough land disposals inside of our service area. Clint stated residents can have input privately and also as commissioners. Clint’s standpoint is a safety issue. The main Moose Mountain Road issue is the big one. Most of those roads will come off of Spinach Creek. The day that somebody buys it is the day that we start requiring revenue. Also that if the borough is going to release land, it needs to be inside of a service area before they release it. They don’t need to make another Moose Mountain issue.

 

Felix Krause provided an update on this. The newest thing now is to join two of these areas - Northern Basin and Murphy Dome Road Development Area into one disposal area, approximately 250 acres. All the land that is west southwest of Spinach below Hardluck Road shall be nominated as commercial area. Felix is very irritated by this. There is a little bit of land as well that they wanted to nominate west of Murphy Dome Road. They have postponed the whole process of developing it by one year. So it was going to go up for development next year, but now it is 2006. Pete stated you could get maps and also be on their mailing list.

 

Felix elaborated on the Northern Basin area and being developed as commercial. He was informed that commercial meant there was need for daycare, postal facilities, dumpster areas, churches and such. Felix does not feel this is a good area to develop. They are in the idea making process right now so it depends on how much feedback they get from the residents. Felix felt it best to bring the topic up in the Assembly meetings and Advisory Committee meetings, which meets every last Wednesday of the month. They are very receptive to ideas. Then they give their recommendations back to the borough. Ed stated Kerry Shaw, Land Officer, Department of Land and Management for North Star Borough is one of the people to talk to and would welcome any input. Her phone number is 459-1247.
